Head of Asset Management
Contexte et environnement
The position is based in Dubai and the scope of activities will extend to Middle East and Africa region:
- In the region, several regulations with specific requirements
- Quality and safety challenge due to low skilled workforce, especially in our construction Contractors in general (EPC, Waterproofing, …)
- Several contractors to work with and different maturity in term of HSE and technical standard. Sometimes low Solar specific knowledges.
- Project management in multicultural environment and workforce
- Multi-tasks and agile environment due to small affiliate starting from scratch
- Competitive market with a limited area
- Very low presence in the rest of the region / local offices to build up from scratch / first project to launch without proper existing organization
- Lack of internal standards / guidelines
Activités
The Head of Asset Management is responsible for overseeing and monitoring the performance of our solar assets through local offices, ensuring that the performance delivered meets client commitments and aligns with the business plan approved by our Management in terms of asset availability and energy production. This role involves managing the implementation of strategies, policies, and initiatives across assigned assets by evaluating asset lifecycles, conducting financial and operational reviews, and mitigating risks in adherence to the Company’s business strategy and long-term growth objectives.
Key Responsibilities:
1. Performance Management and Reporting
- Conduct monthly operational and financial reviews of assigned assets to evaluate their performance against targets, identify significant variances, and propose appropriate corrective actions.
- Ensure the performance guarantees are met by our contractors and towards our clients when applicable.
- Monitor and analyze key performance indicators and trends of the assets to optimize performance and value. Identify gaps compared to best practices and develop action plans to capture untapped potential.
- Ensure MEA sites are operated safely by following up on HSE KPIs and overseeing the action plan and its implementation.
- Assist local offices in O&M setup in newly opened countries, ensuring contractors align with TotalEnergies standards and requirements.
- Facilitate the effective transition of assets from the construction and commissioning phase to the operational phase, as well as from the operational phase to de-commissioning or revamping phase.
- Set up and lead an effective reporting and assessment process for solar assets, involving relevant stakeholders. Ensure timely completion of all reports in compliance with HQ policies, standards, and schedules.
- Oversee plant commissioning and re-commissioning.
- Assess the need for retrofit and improvement of the predictive maintenance plan.
- Effectively communicate findings, conclusions, and recommendations to internal and external stakeholders.
2. Asset Management:
- Ensure a detailed understanding of key contracts and agreements of the assets and their related obligations to control the assets effectively and in the best interests of TotalEnergies. Analyze contracts and provide suggestions for contract negotiations during development, operational improvement initiatives, merger and acquisition activity, or legal matters.
- Establish and maintain a risk register for each individual asset; regularly report on the status of key risks and respective mitigation activities.
- Coordinate budget setup with the Economics and Finance Departments.
- Develop tools for budgeting and long-term forecasting.
- Create dynamic dashboards to support management decision-making.
- Ensure that contractual figures are well updated in the database and that the Finance department has access to the monthly invoicing data when projects are declared COD.
- Develop and implement an internal audit process to ensure local offices follow the DG Marco process.
3. Transverse Role and Coordination with Headquarters:
- Enforce group rules and standards locally.
- Collaborate on Headquarters projects when needed, such as new tool deployment.
- Ensure thorough reporting to management and HQ.
- Coordinate, support, and share Return on Experience with OneTech.
4. Health, Safety, and Environment (HSE):
- Act as Asset Integrity Leader and report back to the management committee of the entity or affiliate. Steer the management of critical barriers and the major risk action plan, providing the management committee with a global view of associated risks.
- Review safety guidelines for suitability and compliance, and participate in HSE Manager and HQ safety discussion sessions.
- Provide technical support to the HSE team relating to the safety of system designs and MSRAs.
- Ensure HSE objectives for DG MEA are achieved and demonstrate leadership on all HSE aspects.
- Support and encourage the establishment of an HSE culture within the team through proactive attitudes (training, HSE site visits, HSE meetings, and incentive actions), stop dangerous situations, and report anomalies and dangerous acts.
5. Planning and Data Records:
- Maintain key project data records.
- Keep the assets register up to date as soon as a new project is energized.
- Optimize and track OPEX and provide justification for the variation from the budget.
- Conduct benchmarking analysis to identify potential areas of cost reduction and ensure performance improvement opportunities are capitalized upon to facilitate the achievement of organizational objectives.
Profil du candidat
- Minimum of 8 years of experience managing Operations and Maintenance (O&M) for a portfolio of solar projects.
- Holder of a Master’s Degree in Energy, Electrical, or Mechanical Engineering from a reputable university.
- Proficient in establishing and upholding functional specifications, commissioning checklists, and standard operating practices for solar projects.
- Comprehensive understanding of utility interconnections, metering prerequisites, and data systems.
- Familiarity with the electrical regulations, renewable energy guidelines, and construction codes within the MEA region is advantageous.
- Track record in O&M contract oversight, as well as the ability to lead, delegate tasks, and address concerns.
- Adept in project management, engineering, and the use of software like MS Office, PVSyst, Meteonorm, SolarGIS, Power BI etc.
