Application Development Manager-Technology Modernization
Overview
Cigna International Health is embarking on an ambitious journey to develop a state-of-the-art Global Healthcare CAPS (Core Administrative Processing Solutions) platform. This initiative is integral to driving the expansion of our health businesses worldwide. We are seeking an experienced and accomplished Development Manager to lead our software development teams and play a pivotal role in executing the CAPS Modernization strategy.

Responsibilities
Technical Leadership:
- Lead with expertise derived from a robust development background, transitioning into a management role.
- Foster a culture that embraces the “Fail Fast-Fail Safe-Learn from It” philosophy, driving incremental value for the business.
- Enforce adherence to application development policies, standards, and procedures.
- Serve as a Subject Matter Expert (SME) in the technologies and business domains under your purview through continuous learning and mentoring.
- Direct and oversee the successful delivery of the value stream, ensuring alignment with strategic objectives.
Team Leadership:
- Provide inspirational leadership, cultivating a high-performing, collaborative, and innovative team culture.
- Leverage metrics-based management to drive accountability and performance improvements.
- Drive process optimization to enhance operational efficiency.
- Manage team career development, performance evaluation, compensation planning, and communication.
- Mentor and manage software development teams, promoting a focus on innovation, automation, collaboration, and delivery excellence.
- Allocate resources effectively to meet project commitments within scope, time, and budget while managing risks and resolving issues.
- Collaborate with Architects, Business Systems Analysts (BSAs), and Scrum Masters to deliver scalable, secure, and efficient solutions.
Requirements
- Proven leadership experience (3+ years) in software development management with a total of 10+ years of professional experience.
- Hands-on experience building SaaS products.
- Strong experience with Agile methodologies.
- Proficiency in coding languages & frameworks, in any of the below
- Microsoft .Net
- Web-based and JavaScript technologies (Node.js, Angular, React)
- Mobile technologies
- API Gateways
- Oracle Database
- Strong understanding and experience of working practices
- across multiple geographies
- Education: Bachelor’s or master’s degree in computer science, Software Engineering, or a related field.
- Good to have
- Knowledge of health insurance practices.
- Certifications in Agile/SaFe Agile methodologies.
