Facilities Manager

Department: Facilities & Community Management
Reports to: SFE/AFM/FM

Job Objective

The Facilities Manager shall assist the operational teams in planning, organizing, directing and supervising the works to ensure smooth operation of all Civil and MEP installations and associated equipment. He shall assist the team to ensure that all equipment is maintained to highest standards with minimum down time. He assists the Senior Facility Manager in ensuring that all aspects of the services are delivered to best practice standards in accordance with the requirements and terms of the Contract and manages the day-to-day activities of the FM Team.
The Facility Manager will supervise specific tasks as requested by the Senior Manager and provide management support as needed to all program components and will be required to act as Senior Manager when needed.

Key Responsibilities

  • 1. Manage and control the entire services, operational activities and deliveries of all inhouse services & RAKP service contracts including but not limited to Mechanical, Electrical, Plumbing, Fire & Civil Engineering works in the most effective manner.
  • 2. Motivate and lead subordinates to execute and perform job responsibilities for maximum productivity while maintaining a high degree of moral.
  • 3. Create and Develop yearly Preventive Maintenance schedules as required to upkeep the equipment and facilities in optimum operational condition at all times.
  • 4. Manage the customers reactive and call out requests efficiently with the objective of achieving 95%+ resolution within SLA. Act as direct customer-facing representative for day-to-day operational requirements.
  • 5. Attending to client escalations and finding meaningful remedial / corrective actions to resolve the issue and achieve customer satisfaction. Escalate matters when needed to Senior Facilities Manager.
  • 6. Plan for site inspections to ensure coverage of all site areas at least once every week. Responsible for training all team members to do good quality inspections and resolving all inspection findings within the SLA time.
  • 7. Responsible for producing high quality reports highlighting team’s performance and all other aspects of service delivery.
  • 8. Design and develop operational and fit-out procedures considering health and safety, quality and environmental concerns. Manage the fit out and alteration requests within the approved guidelines.
  • 9. Ensures safe working environment for all staff and subcontractors who are engaged by the company. Also, must be fully aware of RAKP EHS&Q policies.
  • 10. Fully responsible for ensuring proper surveying, preparing or checking of snag reports, checking of unit hand over / take over and managing warranties of leased and new facilities.
  • 11. Responsible to take over new projects and transitioning them to operations including management of the DLP period.
  • 12. Responsible for doing design reviews for new projects and providing comments to improve operational efficiency.
  • 13. Ensure that annual staff leave schedule are in place for the coming year on or before the lapse of the current year and is also responsible for approving the leave request of staffs as required.
  • 14. Always ensures the availability of all required spare parts & materials in stock to deliver the required services on time and within schedule.
  • 15. To act and support the FM Team in the absence of Senior Manager.
  • 16. To manage, coordinate and report on testing schedules for items such as fire alarm system, emergency lighting, power shutdowns, etc.
  • 17. Manage a roster for the FM and Security Team, receive their daily patrol reports and ensure that any events are all logged, followed up and resolved immediately.
  • 18. Having an awareness regarding waste management compliance and sustainability requirements of the organization.
  • 19. Perform other additional tasks assigned by the Line Manager or by the Department Head.
  • 20. Ensure compliance with the company’s policies, rules and procedures related to Health, Safety and Environmental Management.
  • 21. Plan and manage emergency incidents and accidents effectively.

Requisite Qualifications

  • Bachelor’s/Master Engineering degree or equivalent (Mechanical, Electrical or Civil. FM related specialized qualification is preferred (CFM or other FM courses).

Experience Requirement

  • Minimum 10+ Years of Experience in FM field either on the client side or the service provider side

Skill Sets

  • Ability to communicate effectively – both verbally and in written English
  • 2. MS Office proficient and able to use other FM System software’s such as CAFM, CMMS, BMS, AutoCAD, BIM etc.
  • 3. Track record of managing and developing people
  • 4. Ability to multitask, prioritize and allocate work appropriately
  • 5. Able to handle work pressure and can do the work with minimal supervision
  • 6. Shall posses UAE driving license (LMV)
  • 7. Good knowledge on UAE regulations, laws and requirements related to FM
  • 8. Experience in planning and maintaining facility budgets (Opex & Capex)
  • 9. Basic understanding of accounting and finance principles
  • 10. Great leadership and problem-solving skills
  • 11. Contract handling & tender process experience
  • 12. Strong attention to detail
