QA/QC Manager

Abu Dhabi, UAE

Parsons is seeking a highly skilled QA/QC Manager with a minimum of 15 years of experience to join our team. In this role, you will work directly with clients to ensure successful project delivery within established timelines, budgets, and quality standards. You will be responsible for managing quality assurance and control for various projects, including buildings, infrastructure, and roads, with a focus on projects valued up to AED 5 billion in a PMC delivery capacity.

What You’ll Be Doing

  • Lead Quality Systems initiatives based on ISO 9001 standards, including process development, procedure creation, data collection, reporting, and training.
  • Direct and coordinate efforts to achieve and maintain Regional/Project ISO 9001 QMS certification.
  • Implement the company’s Corrective Action/Preventive Action and Non-conformance tracking programs, including the development and administration of a unified tracking system for NCRs, CARs, and audit findings.
  • Provide leadership and training to Quality personnel, monitoring performance and identifying necessary skills and training needs.
  • Develop and deliver consistent quality training programs for key personnel.
  • Support the company’s Guidance Document Development Program and assist with staffing and training needs across regional units and projects.
  • Oversee the preparation and maintenance of Regional and project-specific Quality program manuals in compliance with company and customer requirements.
  • Act as a liaison with clients, contractors, and internal departments regarding quality-related matters.
  • Collaborate with other Regional Quality Managers to maintain the PACE Quality Guide and enhance overall quality performance at Parsons.
  • Establish and implement project-specific QA/QC procedures in accordance with the Employer’s corporate QA/QC policies, documented in a Quality Control Manual submitted for approval.
  • Ensure the implementation of a computerized inspection and test management system for effective data registration and reporting.
  • Monitor the activities of the Construction Supervision Consultant to ensure adherence to project quality procedures, conducting audits at least quarterly.
  • Conduct independent observations of quality, ensuring timely issuance and follow-up of NCRs by the Construction Supervision Consultant.
  • Ensure the Contractor’s quality management systems are aligned with the Construction Supervision Consultant’s procedures and approved by them.
  • Propose solutions for any faults in design or construction, supervising corrective actions upon approval from the Employer.
  • Ensure the Construction Supervision Consultant produces monthly Project Quality Reports detailing inspections, NCRs, and follow-up actions.

What Required Skills You’ll Bring

  • A minimum of 15 years of relevant experience in QA/QC management, particularly in roads, infrastructure, and building projects.
  • Demonstrated experience managing projects with a value of up to AED 5 billion in a PMC delivery capacity.
  • Proven expertise in implementing ISO 9001 quality management systems.
  • Experience working on large programs with smaller works is a plus.
  • Strong leadership, communication, and organizational skills
