The Position
The Governmental Affairs Partnership Lead establishes and maintains strong relationships with government officials, regulators, and policymakers to advocate for diagnostics solutions and strengthen laboratory infrastructure in Iraq. The candidate will manage public partnerships, tender processes, and policy development, while overseeing government affairs projects in compliance with regulations and company standards.
Key Responsibilities:
- Government Relations: Establish and maintain strong relationships with government officials, healthcare regulators, and policymakers to advocate for the benefits and the value of diagnostics solutions and the opportunity to strengthen laboratory infrastructure in Iraq.
- Partnership and Value Creation Expertise: Provide expert guidance on the value base procurement, management, and distribution
- Public Trade and Partnerships: Develop and manage public trade and partnership models to enhance the reach and impact of diagnostics solutions to more patients in Iraq.
- Project Management: Oversee and manage projects related to government affairs ensuring timely and successful implementation in compliance with regulations and Roche Code of Conduct standards.
- Advocacy and Communication: Effectively communicate the importance of diagnostics solutions and the commitment of the organization in improving patient outcomes to government officials and other stakeholders.
- Tender Initiation and Bidding: Initiate projects with government officials, initiate value-based tenders process, and propose bids for tenders to secure opportunities for expanding diagnostics solutions, including digital ones. .
- Policy Development: Collaborate with internal teams to develop and propose policies that support the growth and sustainability of dialysis services.
- Regulations: Act as the main point of contact at the country level to engage regulators on strategies to secure patient safety.
- Reporting: Prepare and present reports on government relations activities, project progress, to leaders following compliance policies.

You are expected to adhere through your conduct to all applicable laws and regulations as well as to the high integrity standards as set forth by Roche.
Who You Are
- You hold a BSc degree in Business Administration, Marketing, or any commercial related field
- You have 5-7 years of experience in government relations, a deep understanding of healthcare policy and in vitro diagnostics, and proven expertise in shaping advocacy strategies and building stakeholder relationships on a national level in Iraq market. Ideally, you have a background in Partnership and Value Creation Expertise (PPE)
- You have deep understanding of In Vitro diagnostics solutions and healthcare policy in Iraq, and deep understanding of the issues this industry is facing, and a grasp of its regulatory environment
- You have a proven track record of implementing advocacy strategies to shape a policy environment in pursuit of organizational goals
- You bring advanced interpersonal skills and are able to establish business relationships with a network of authorities, policy makers and International NGOs with local presence
- You are confident in public speaking, are able to engage a room of individuals with different perspectives and position a potentially controversial argument, and are able to explain complex issues to internal audience to strengthen understanding and engagement across the organization
- You are a highly motivated team player who is able to work independently and in a team
- You have excellent writing skills, with the ability to articulate messages clearly and concisely
- You have attention to detail, are able to prioritize your work under pressure and deliver to agreed deadlines
